Immigrants and English

When I was traveling around Taupo a couple of years ago , I was looking for a decent place for dinner for an hour and I thought it might be a good idea asking for directions. Went to a service station, two dairies. None in each of these places even had a small grasp on the English language.  

I felt like I was in India or Pakistan. Just wondering how are these people were allowed in if they cannot speak the most commonly spoken language in this country?
