On the way home yesterday, I saw a driving instructor speaking on the phone during a lesson.
I believe it is
just as culpable as if the driver was driving himself while on the
phone because the passenger has the responsibility when driving with a learner
or restricted driver and the principle should be ditto for drink-driving.
